The Merriam-Webster Guide to Punctuation & Style and The New York Times Manual of Style and Usage suggest using an apostrophe before the S for plural numerals, certain abbreviations, symbols, and words used as words.
Note: The Chicago Manual of Style supports an apostrophe for plurals of words used as words so long as they are contained within quotation marks.
