Ellipses: Trailing Off or Staggering Speech

The AP Stylebook, The Chicago Manual of Style, and the Merriam-Webster Guide to Punctuation suggest using ellipses to represent trailing off or pauses in speech.

I can’t . . . that is to say . . . I . . . I don’t remember.

What the . . . I don’t even . . .
